SkyAlyne and KF Aerospace acquire three De Havilland Canada Dash 8-400 aircraft for RCAF Aircrew training

SkyAlyne and KF Aerospace are excited to announce the signing of a purchase contract with De Havilland Aircraft of Canada to acquire three Dash 8-400 aircraft for the Royal Canadian Air Force (RCAF) Future Aircrew Training (FAcT) program. 

Team SkyAlyne, a joint venture between CAE and KF Aerospace, will convert the aircraft to adapt the cabins to support training operations for Airborne Electronic Sensor Operators (AES Op) and Air Combat Systems Officers (ACSO).

The made-in-Canada Dash 8 aircraft is a proven, reliable, cost-effective twin-engine turboprop platform to support RCAF ACSO and AES Op training. The previous generation Dash 8-100 (CT-142), nicknamed “Gonzo” for its distinctive blue nose housing its radar, has been in use by the RCAF for more than 30 years. The Dash 8-400s being acquired by SkyAlyne feature higher performance, updated avionics, and larger cabins to facilitate SkyAlyne’s advanced airborne simulation training systems. 

Bringing AES Op and ACSO training within the FAcT umbrella is also an evolution on the current training program. Previously, training for those aircrew were conducted exclusively by the RCAF .

The 25-year FAcT program, awarded to SkyAlyne in spring 2024, is currently in a multi-year transition period to become the sole Pilot and Aircrew training program for the RCAF, as the current three separate RCAF training programs conclude, and their responsibilities are combined into FAcT. The FAcT program is overseen from a Joint Management Office at SkyAlyne’s Ottawa headquarters, with three operational bases: Moose Jaw, SK, Southport, MB, and Winnipeg, MB.

When operational, Canada’s Dash 8-400 fleet will be based at 402 Squadron in Winnipeg, Manitoba and operated in partnership with the RCAF.

Design contract award announcement and construction underway of new 21 Electronic Warfare Regiment facility at CFB Kingston

Yesterday, Mark Gerretsen, Member of Parliament for Kingston and the Islands, on behalf of the Honourable Bill Blair, Minister of National Defence, announced the contract award for the new 21 Electronic Warfare Regiment (21 EW Regt) facility at Canadian Forces Base (CFB) Kingston. MP Gerretsen also participated in a groundbreaking ceremony to mark the start of construction.

The design contract was awarded to Colbourne & Kembel Architects Inc. of Kingston, Ontario. During construction, the project will sustain approximately 150 jobs in the region. 

The new $98 million 8,350 m2 facility will consolidate units across CFB Kingston into one secure compound, providing the necessary space to support operations and increase collaboration between regimental squadrons. The two-story multipurpose building will include new classrooms and administrative spaces that will allow the regiment to more effectively train personnel and plan for operations. 

The new facility is expected to be operational in 2028 and will increase the Regiment’s ability to support electronic warfare personnel and capabilities, provide support to deployed electronic warfare forces and manage and maintain the unit’s material assets.

The 21 EW Regt, which is comprised of both Reserve and Regular Force members, provides tactical electronic warfare support to CAF operations. This support can take a variety of forms, such as intercepting and analyzing foreign communications, installing and maintaining radio, satellite, and broadband technology, and assisting with reconnaissance and surveillance.

It will have maintenance bays equipped to conduct 1st line maintenance on vehicle fleets for decades to come.

GLOBAL COMBAT AIR PROGRAMME INDUSTRY PARTNERS REACH LANDMARK AGREEMENT TO DELIVER NEXT GENERATION COMBAT AIRCRAFT

BAE Systems (UK), Leonardo (Italy), and Japan Aircraft Industrial Enhancement Co Ltd (JAIEC), have reached an agreement to form a new company under a business joint venture for the Global Combat Air Programme (GCAP), subject to regulatory approvals. 

The agreement builds on the strong trilateral government, defence, and industrial cooperation between the UK, Japan, and Italy on GCAP since it was established in December 2022.

The new joint venture will be accountable for the design, development and delivery of the next generation combat aircraft and will remain the design authority for GCAP for the life of the product, which is expected to go out beyond 2070.

BAE Systems, Leonardo, and JAIEC will each hold a 33.3% shareholding in the new joint venture: bringing together the combined strengths and expertise of three leading companies and marking a pivotal moment for the international aerospace and defence industry.  

Charles Woodburn, BAE Systems Chief Executive, said: “Today’s agreement is a culmination of many months working together with our industry partners and is testament to the hard work of everyone involved in this strategically important programme.

The new joint venture will have operations and joint teams working in each of the partner nations.  It will be headquartered in the UK, to ensure maximum alignment and collaboration with the GCAP International Government Organisation (GIGO) which will also be headquartered in the UK.  Both entities will work together to support cost-effective and timely programme delivery, including a 2035 aircraft in-service date.

GCAP is a hugely significant programme for the security and economic prosperity of each nation and, through effective knowledge and technology transfer, it will help to evolve and deliver important sovereign combat air capability in each nation for generations to come.

Davie and Dinamo Join Forces to Advance Modernization of Québec Shipbuilding Facility

Chantier Davie Canada Inc. (Davie) has announced on Tuesday December 10th, the signing of an agreement with Construction Dinamo Inc. (Dinamo), a Québec construction leader. This is related to Davie’s recent decision to modify its construction strategy to better meet National Shipbuilding Strategy (NSS) requirements and respond to the Icebreaker Collaboration Effort (ICE Pact) opportunity. The agreement addresses the delivery of construction and supervision services for key sub-projects within the major upgrade of Davie’s Lévis shipyard.

The collaboration with Dinamo complements Davie’s agreement with Pearlson & Pearlson Inc., also announced today, putting in place the second pillar of Davie’s construction strategy and reinforcing a collective commitment to transform the Lévis facility into North America’s most advanced shipbuilding centre. Together, these partnerships will deliver critical infrastructure upgrades in alignment with Canada’s NSS and facilitate meaningful participation in the ICE Pact.

Davie and Pearlson Partner on Québec Facility Upgrade in Support of Canada’s Heavy Icebreaker and Hybrid Ferry Construction

This is related to Davie’s recent decision to modify its construction strategy to better meet National Shipbuilding Strategy (NSS) requirements and respond to the Icebreaker Collaboration Effort (ICE Pact) opportunity. The agreement marks a strategic milestone in the transformation of Davie’s Lévis facility into North America’s largest and most versatile shipbuilding centre. The modernization is critical to delivering seven heavy icebreakers and two hybrid ferries under Canada’s NSS.

“Partnering with Pearlson will ensure our facility is more than ready to meet the high demands of building the most powerful and advanced icebreakers in Canadian history,” said James Davies, President and CEO of Davie. Pearlson has led the design and development for several of the world’s leading shipbuilding and ship repair companies, including BAE Systems, Austal USA, and Fincantieri Marine Group.

The construction strategy serves the ambitious redevelopment and expansion plan for six new state-of-the-art buildings, the refurbishment and modernization of five existing structures, significant waterfront upgrades, and the establishment of a new assembly hall and launch pad. Complementing these enhancements, the facility will undergo a comprehensive utility infrastructure upgrade, installation of advanced overhead travelling cranes to facilitate ship module construction, and the integration of all-new plant equipment and machinery.

Importantly, the project is supported by $519 million in financing from the Québec government as part of an $840 million expansion budget. “This vital support reflects the confidence in Davie’s ability to lead the shipbuilding renaissance from Québec,” said Davies.

The upgrade program, in full alignment with the NSS, will incorporate cutting-edge technologies to enhance efficiency, sustainability, and the ability to rapidly fulfil urgent Arctic mission capabilities. “This project will strengthen Canada’s sovereign capability while also boosting collaboration with key allies in the United States and Finland under the recently announced Ice Pact,” said Davies.

The project is expected to have far-reaching benefits for the regional, provincial, and national economy, creating hundreds of jobs during construction and scaling Davie’s operational workforce to 1,800 direct employees upon completion. It will also reinforce sustainable practices, incorporating cutting-edge technologies to support environmentally friendly shipbuilding and repair operations.

Babcock forms Strategic Partnership with Hanwha Ocean to grow global opportunities

Babcock, the international defence company, has signed a Strategic Cooperation Agreement with Hanwha Ocean to further its development in the global naval market and to underpin its existing relationship with the South Korean shipbuilding and offshore company. The Strategic Cooperation Agreement outlines Babcock and Hanwha Oceans’ aim to deepen their cooperation in major global naval procurement projects including the Polish Orka submarine programme and the Canadian Patrol Submarine Project, leveraging their respective strengths to provide tailored solutions for clients throughout the entire lifecycle of naval platforms from acquisition to operation.

 During a visit to Korea, David Lockwood, Chief Executive Officer of Babcock, visited Hanwha Ocean’s Geoje Shipyard and discussed Hanwha Ocean’s capabilities in ship design, construction, and maintenance, repair, and overhaul (MRO).

Babcock’s collaboration with Hanwha Ocean dates back to June 2023, when Babcock Canada signed a Technical Cooperation Agreement (TCA) to support Canada’s submarine sustainment programmes and cooperate on the Canadian Patrol Submarine Project. In February this year, the two companies also entered a Teaming Agreement (TA) to collaborate on global submarine programmes.

During the strategic partnership signing ceremony, David Lockwood emphasized the potential of the partnership, stating: “By establishing a strategic partnership with Hanwha Ocean, we aim to significantly enhance our competitiveness in the export naval market and local sustainment support sectors.

In addition to his legal career, Ruck has shared his time and expertise with a range of volunteer organizations. He currently serves as Honorary Colonel of the Princess Louise Fusiliers, the Chair of University of King’s College Board of Governors and was the first full-time Chair of the Unified Nova Scotia Labour Board and is a former Ombudsman for Nova Scotia. 

Ruck will serve a two-year term along with Rear Admiral (Ret’d) Bryn Weadon, who was appointed Vice Chair.

Combat Support Ship, Asterix, awarded 3-year service extension by the Government of Canada

Federal Fleet Services (FFS) announced today that the Government of Canada has exercised the remaining three option years under their unique Provision of Services Agreement (PSA) for Combat Support Ship (CSS) Asterix. In addition to the provision of the Asterix, FFS provides personnel to operate and maintain the vessel, while the Royal Canadian Navy (RCN) assigns Mission Specialists to fulfill critical naval defense roles, with the FFS merchant and RCN military crews operating in an integrated, seamless and highly capable manner.

This cost effective contracting model has been a true Canadian success story and is currently in its seventh year and will be in effect until at least January 28th 2028. The original contract for CSS Asterix was for an initial five-year period followed by five optional years, and an option to purchase the vessel, which remains in effect.

Ottawa’s W.R. Davis Engineering awarded $30-million supply chain contract to support the River-class destroyer project (Canadian Surface Combatant) for Canada’s Navy

Ottawa-based W.R. Davis Engineering Limited is the latest Canadian company to join Irving Shipbuilding’s supply chain and support the construction of the future Canadian Surface Combatants, now known as the River-class destroyers, being built for the Royal Canadian Navy.

Irving Shipbuilding awarded W.R. Davis a contract totalling over $30-million to design and implement the full engine intake and exhaust system, as well as the infrared suppression devices for the exhaust. This contract will support jobs in the Ottawa-region and will be carried out on the first three destroyers.

The engine intake and exhaust systems draw air into the ship's engines and exhaust the air back out of the engine and ship. Meanwhile, the infrared suppression devices will protect the ship by cooling the engine exhaust gas and the exposed hot metal, importantly decreasing the ship’s infrared signature and protecting it against heat-seeking anti-ship missiles, including reducing the range at which these missiles can lock onto the ship.

As part of Canada’s National Shipbuilding Strategy (NSS), Irving Shipbuilding is building 15 River-class destroyers. Construction on the production test module of the River-class began in June 2024, with these ships slated to replace the existing Halifax-class frigates as the backbone of Canada’s naval combat capability moving forward. This is the largest and most complex shipbuilding project in Canadian history.

W.R. Davis Engineering Limited was established in 1975 in Ottawa by Rolly Davis and is now run by his son, Tom Davis. The company remains a family-controlled business, with three of Rolly's four children holding senior positions.Importantly, this contract will deliver new jobs to the local community and area workforce. To support the River-class destroyer work, Davis will be looking to hire experienced technicians as well as new welders, with little to no experience, to train them on the specialized welding and fitting that is required for this project.

Driven by the NSS, this latest supply chain announcement contributes to over $3.2 billion in total contracts and investments delivered to Ontario by the NSS. It is one more testament to the impact of the NSS and how it is delivering regional economic benefits and fostering Canadian innovation right across the country.

Last month at Irving’s Halifax Shipyard, Minister of National Defence Bill Blair and Vice-Admiral Topshee announced that the new fleet of combat ships will be known as River-class destroyers, and the first three ships will be named His Majesty’s Canadian Ships (HMCS) Fraser, Saint-Laurent, and Mackenzie.

Saab receives equipment order for Gripen

Saab has received an order from the Swedish Defence Materiel Administration (FMV) for the procurement of additional LITENING 5 target designator pods, including maintenance capabilities. The order is valued at SEK 390 million. LITENING 5 is used in the precision designation of targets through laser targeting and target tracking. FMV previously ordered this version of LDP for Gripen E, and are also now integrated on Gripen C/D. This order comprises the additional pods, maintenance and spare parts. “By building up a maintenance capability for this version of target designation pod, Saab is ensuring that the Swedish Armed Forces can maintain them within Sweden’s borders,” says Lars Tossman, head of Saab’s Aeronautics business area. The pods and maintenance capabilities will be delivered to FMV in 2026.

Arcfield Canada Awarded $211.6M Contract for CF-18 Avionics In-Service Support

Arcfield Canada Corp., a leading provider of mission sustainment solutions for the aerospace and defence industry, has been awarded the CF-18 Avionics In-Service Support program by the Department of National Defence (DND). The award, which represents follow-on work for the company, has a firm 5-year period of performance and a total contract value of up to $211.6 million CAD.

In support of this work, Arcfield Canada assembled Team Northern Sentry—which includes Raytheon Canada, L3Harris Technologies, Palitronica and Terra Nova—to deliver a comprehensive sustainment solution and in-service support to the Royal Canadian Air Force (RCAF). Under the contract, Team Northern Sentry will provide ongoing operation and maintenance of Canada’s CF-18 fighter fleet.

George Chahal, Member of Parliament for Calgary Skyview, visited Arcfield Canada in Calgary, Alberta to announce the important investment to support Canada’s fleet of CF-18 fighter jets. Dignitaries, members of DND and RCAF, partners, suppliers and local media were present to commemorate this significant achievement.
